suicide watch is VERY restrictive. Inmates will do whatever it takes to get off watch, whether they're determined to commit suicide or just don't want to be so restricted.

It's also possible that he sincerely didn't want to kill himself when he was taken off watch, but then got suicidal again. That happens.
