I think they are erroring on the side of more than the possibility of someone getting missed

The most important points are the extended unemployment plus 400 weekly bonus, rent and mortgage protection, vaccine distribution, increased minimum wage, etc etc etc

Out of everything in this package, that this is the one issue they have a problem with, leads me to suspect what you alluded to
