Anyone that comes to the entry point without a mask properly worn get turned around, no questions asked. Biden can couple his rally with that of key State and national candidates on stage, make the gathering efficient. Trump is unable to share a state if it isn't about him, so our diwn ballot candidates can gain a tactical advantage over their rivals.

We need to set a contrast, people being responsible versus them.

They are gambling that SARS-COV-2 will disappear, or at least not kill a lot of them. While we should not take the insane risks that they are taking, we also can stay in our homes and let them dictate the imagery.
