16. Is this normal procedure? Is there something missing in this story?

Why the need for a search warrant for the shot victim who did nothing wrong, as far as one can tell? Why would it matter that they found this? At best, the cop showed up there by accident and shot him because of a lack of composure, bad nerves or incompetence.
