Canada Targets Whiskey, Toilet Paper in Trump Tariff Response

From mustard to motorboats, Canada’s about to fire back against Donald Trump on its national holiday.

Prime Minister Justin Trudeau will mark Canada’s 151st birthday Sunday by imposing tariffs on about C$19.4 billion ($14.6 billion) worth of U.S. imports in response to American levies on Canadian steel and aluminum that went into effect a month ago.

While the tariffs alone are unlikely to derail Canada’s expansion or boost overall inflation, they add to the growing tension between two of the world’s biggest trading partners. Talks over a new North American Free Trade Agreement have stalled, and Trump has threatened to impose additional duties on autos. Canada, meanwhile, is preparing fresh duties as early as next week on non-U.S. steel imports to prevent dumping.

“It’s regrettable that we have to engage in this kind of tit-for-tat trade war, but it’s been forced on us by Mr. Trump,” Toronto-based trade lawyer Lawrence Herman said in a phone interview. “Canada has no choice but to respond in accordance with the rules of international trade."

Trump is trying to destabilize the European Union

As President Trump heads to Europe next month for the NATO summit and then a historic meeting with Russian President Vladimir Putin, his personal attacks on the European Union and other pillars of the Western order are overshadowing his own administration’s attempts to reassure allies that the United States still believes in the transatlantic project it has led since the 1940s.

During a private meeting at the White House in late April, Trump was discussing trade with French President Emmanuel Macron. At one point, he asked Macron, “Why don’t you leave the E.U.?” and said that if France exited the union, Trump would offer it a bilateral trade deal with better terms than the E.U. as a whole gets from the United States, according to two European officials. The White House did not dispute the officials’ account, but declined to comment.

Let’s set aside for a moment the point that Trump’s proposal reveals a basic lack of understanding of Macron’s views and those of the people who elected him. This is an instance of the president of the United States offering an incentive to dismantle an organization of America’s allies, against stated U.S. government policy.

Trump has been publicly trashing the E.U. and NATO since his campaign, but the pace and viciousness of his attacks have increased. Just this week, at a rally in North Dakota, Trump said: “The European Union, of course, was set up to take advantage of the United States, to attack our piggy bank.” He then complained about a $150 billion trade deficit with the E.U., inflating the figure.

Scoop: Trump's private threat to upend global trade

President Trump has repeatedly told top White House officials he wants to withdraw the United States from the World Trade Organization, a move that would throw global trade into wild disarray, people involved in the talks tell Axios.

What we're hearing: “He’s [threatened to withdraw] 100 times. It would totally [screw] us as a country,” said a source who’s discussed the subject with Trump. The source added that Trump has frequently told advisers, "We always get fucked by them [the WTO]. I don’t know why we’re in it. The WTO is designed by the rest of the world to screw the United States."

Flashback: During the campaign, Trump told NBC's Chuck Todd on "Meet the Press," in July 2016: "World Trade Organization is a disaster."

Scoop: Trump's private NATO trashing rattles allies

You've already read a hundred stories about President Trump's clashes with some of America's closest allies at the G7 summit in Canada. But we've got new details from his private conversations with heads of state that have put some of these leaders on edge leading into next month's NATO summit.

What we're hearing: In one extraordinary riff during his meeting with the G7 heads of state earlier this month in Quebec, Trump told the other leaders: "NATO is as bad as NAFTA." An official read this quote to me from notes transcribed from the private meeting.

Behind the scenes: Trump made the comment after telling the G7 leaders that Crimea probably should belong to Russia because everyone there speaks Russian, the source added. Trump then went on his usual riff about Germany not paying its fair share of defense spending, said the Europeans weren't paying enough and that the U.S. is being ripped off.

Then Trump said of the NATO Summit on July 11-12 in Brussels: "It will be an interesting summit. NATO is as bad as NAFTA. It's much too costly for the U.S."
