Popeye Day On this day in 1929, Popeye, the Sailor Man, renowned comic-strip character, first appeared in print. The Victoria Advocate is credited as the first newspaper in the nation to run Elzie Crisler Segar's comic strip, originally called "Thimble Theatre," which starred the spinach-eating hero. Segar (1894-1938) was born in Chester, Illinois, and worked as a moving-picture machine operator, a house painter, and a photographer before his first cartoon effort was rejected by a St. Louis paper. Segar became a popular cartoonist in the 1920s. Popeye was probably inspired by Frank "Rocky" Feigle of Segar's hometown. By 1932 Popeye was the undisputed star of "Thimble Theatre," as evidenced in fan mail, toys, games, novelties, and jokes. Segar himself called the Victoria Advocate Popeye's "hometown." In gratitude he contributed a special cartoon for the Advocate's historic 1934 anniversary issue. Speaking to the newspaper's editor through Popeye, Segar wrote, "Please assept me hearties bes' wishes an' felitcitations on account of yer paper's 88th Anniversity....Victoria is me ol' home town on account of tha's where I got born'd at." Crystal City, Texas, also claims a special relationship to Popeye. Teamsters Union announces agreement to end US oversight

WASHINGTON (AP) — The Teamsters Union and the Justice Department announced Wednesday they have reached an agreement to end the government's 25-year anti-corruption oversight of the 1.4-million member union.

Preet Bharara, the U.S. Attorney for the Southern District of New York, joined with the Teamsters in asking a federal judge to terminate the consent order that had been in place since March 1989.

Teamsters President James P. Hoffa called it "a historic day" for the union. He said the union could "finally say that corrupt elements have been driven from the Teamsters" and that government oversight could come to an end.

Bharara said in a statement from New York City that the proposed agreement recognizes "the significant progress that has been made in ridding the International Brotherhood of Teamsters of the influence of organized crime and corruption."

How a sexual predator operated under the radar at Ft. Leonard Wood

FORT LEONARD WOOD, Mo. • A government investigation into how an Army drill sergeant was able to prey on several female trainees finds numerous lapses in reporting and protocol up and down the chain of command.

In September, military police Staff Sgt. Angel Sanchez, 30, was found guilty on a long list of egregious claims against him, such as forcing sexual favors from young trainees.

Even before his court martial, Sanchez admitted to having sex with three subordinates. He was then found guilty of incidents involving five more women, in what one prosecutor called an effort to fulfill “his own pornographic fantasy.”

Sanchez operated under the radar on post here in south-central Missouri during an era when sex harassment prevention has been hammered home with the repetition of a training drill. There are frequent briefings. A banner on a chow hall wall says: “Speak up! Silence is deafening.”

International Kite Day Every year, Gujarat celebrates more than 2,000 festivals. The International Kite Festival (Uttarayan) is regarded as one of the biggest festivals celebrated.[1] Months before the festival, homes in Gujarat begin to manufacture kites for the festival.

The festival of Uttarayan marks the day when winter begins to turn into summer, according to the Indian calendar. It is the sign for farmers that the sun is back and that harvest season is approaching which is called Makar Sankranti. This day is considered to be one of the most important harvest day in India. Many cities in Gujarat organize kite competition between their citizens where the people all compete with each other. In this region of Gujarat and many other states, Uttarayan is such a huge celebration that it has become a public holiday in India for two days.[2] During the festival, local food such as Undhiyu (a mixed vegetable including yam and beans), sesame seed brittle and Jalebi is served to the crowds.[3][4] Days before the festival, the market is filled with participants buying their supplies. Ratification Day On this day in 1784, the Continental Congress ratifies the Second Treaty of Paris, ending the War for Independence.

In the document, which was known as the Second Treaty of Paris because the Treaty of Paris was also the name of the agreement that had ended the Seven Years' War in 1763, Britain officially agreed to recognize the independence of its 13 former colonies as the new United States of America.

In addition, the treaty settled the boundaries between the United States and what remained of British North America. U.S. fishermen won the right to fish in the Grand Banks, off the Newfoundland coast, and in the Gulf of Saint Lawrence. Both sides agreed to ensure payment to creditors in the other nation of debts incurred during the war and to release all prisoners of war. National Human Trafficking Awareness Day January 11 has been designated by President Obama as National Human Trafficking Awareness Day. In commemoration of this day in Vermont, a resolution will be introduced on the House and Senate floors of the State Legislature by Sen. Dick Sears and Rep. Kesha Ram, as well as in the Legislative Council.

Human trafficking is the second-largest criminal industry in the world. The number of human beings estimated to be enslaved today has reached over 27 million worldwide, the highest in recorded history. The number of prostituted children who are United States' citizens has been estimated at between 100,000 and 300, Human trafficking is the second-largest and fastest-growing criminal industry in the world today.

Bleak as this sounds, great strides are being made internationally and nationally. Vermont's new anti-trafficking legislation has resulted in new partnerships, a round of trainings, a tri-state training conference, and the development of a statewide human trafficking protocol for law enforcement and service providers. The Polaris Project has given Vermont's law (Act 55) its highest rating for its strong anti-trafficking legal framework. League of Nations Day On January 10, 1920, the League of Nations formally comes into being when the Covenant of the League of Nations, ratified by 42 nations in 1919, takes effect.

In 1914, a political assassination in Sarajevo set off a chain of events that led to the outbreak of the most costly war ever fought to that date. As more and more young men were sent down into the trenches, influential voices in the United States and Britain began calling for the establishment of a permanent international body to maintain peace in the postwar world. President Woodrow Wilson became a vocal advocate of this concept, and in 1918 he included a sketch of the international body in his 14-point proposal to end the war.

In November 1918, the Central Powers agreed to an armistice to halt the killing in World War I. Two months later, the Allies met with conquered Germany and Austria-Hungary at Versailles to hammer out formal peace terms. President Wilson urged a just and lasting peace, but England and France disagreed, forcing harsh war reparations on their former enemies.
