The "genocide" allegation was of course nonsense, much as it is now. The main difference is that - in addition to the propagandistic support - meddling of outside forces in Croatia, Bosnia and Kosovo is a proven fact whereas we don't know for sure to what extent it is in Libya right now. Another difference is that it took the US and Europe quite a while to call for the dismemberment of Yugoslavia and even longer to intervene militarily. It's always hard to take the first step: the objective was to change NATO's role. Nowadays it seems widely accepted that the US and consorts can aggressively intervene at will all over the place. First in Europe, then Central Asia, now it appears they are expanding the focus and take on Africa.
