1. Fuck... the last hope is the powerline...
...although once (or IF) the power is restored, there's no guarantee the pumps are operational.

2. I'm not sure if the other water trucks are still in the works
I was a little confused at the last briefing - it sounded like the police were going to try something - and then there would be more water cannon vehicles. If that is the case they may have another option yet.

3. I wonder if they could rig something up.
Say the closest they can get in 200m. Erect a small tower same height as the reactor building at the minimum safe distance. Errect another tower further away. Run a pipe between the two towers and then slide it so it is over the reactor building. Now you have a "cooling pond shower".

The cooling pond doesn't need "much" water at least not relative to the reactors. The problem is they can't get close enough to it.
