As fighting inside the country intensifies, Libya's links to the net appear to have been completely severed.

Net monitoring and security firms are reporting that no net traffic is entering or leaving Libyan net space.

Attempts to trace the routes that traffic could take into the country ended a hop short of official Libyan net space, said Mr Ferguson.

The LSE's reputation has taken a battering over links with the Libyan regime that included a donation of £1.5m from a charitable foundation run by Saif al-Islam, a son of Muammar Gaddafi who studied at the LSE. The donation was used to set up a north Africa research programme, which was suspended last week. Davies resigned on Thursday.

Talbot, who taught at the LSE, told BBC Radio 4's World at One: "I think the LSE made a mistake about getting too close to the regime. I'm not sure Howard Davies should carry the can for this, though, because he was clearly encouraged to do this by the British government and was helping them out in terms of their strategy of trying to open up connections with the Libyans.

"He is being made to carry the can for something that was clearly a British diplomatic strategy."

1. Establishment of an escrow account for Libyan oil revenues: this would require further UNSC chapter VII authorisation. At present, it appears that all oil revenues, including from oil produced from rebel-held areas, flows to the Libyan government. All payments should instead be paid into a UN-run escrow account, the proceeds of which would be released as soon as a representative government is established in Libya. While the account is in operation, proceeds might in the interim be used for humanitarian purposes in rebel-held areas or to aid refugees. This would be a short-term measure to exert maximum pressure on the regime. My suspicion is that govts are not discussing this for fear of the effect on oil prices (this is uppermost in US debate in particular). To deal with this problem, Saudi Arabia should be asked to make very public commitments to increase its daily production to cover any shortfall of Libyan production.



2. Listing all Libyan personnel involved in repression for sanction under SCR 1970. Paras 22-23 of this resolution encourage states to nominate individuals to whom the asset freeze and travel ban would apply. At the moment, the list is very short and comprises only prominent regime members. The UN or Security Council members should make public this encouragement to Libyans on the ground to nominate members of the security forces. Why not publish an email address for such nominations or set up a wiki for Libyans to compile evidence? I realise the potential downsides of this, but the point would primarily be to act as a deterrent. There is also nothing to stop individual states declaring that those named under paras 22-23 will be subject to these measures in perpetuity. For a start, why not nominate all Libyan diplomats who have not defected for these sanctions? Why not take a list of all senior Libyan army officers and stick them on the list too?



3. Seek public declarations from all commercial companies that they will not do business with the Gadhaffi regime. The admirable folks in the Genocide Intervention Network have already begun campaigning for this and have secured several such commitments. I see no reason why governments, such as the US and UK, should not demand such commitments of companies based in their respective countries. Naming and shaming has considerable effect on the recalcitrant.



4. Immediately position monitoring units on all borders and a naval blockade to ensure that the military embargo under UNSCR 1970 is enforced, and that regime members under ICC investigation or subject to paras 22-23 of UNSCR 1970 do not escape. This could be implemented now, and does not in my view require further Security Council authority. An air blockade to the same effect might also be considered.

Crude oil for April delivery increased $1.94, or 1.9 percent, to $103.85 a barrel at 1:49 p.m. on the New York Mercantile Exchange. Prices climbed as much as $2.18 to $104.09, the highest level since Sept. 29, 2008.

Chavez said yesterday that Qaddafi won’t leave power to seek asylum in Venezuela or Nicaragua and will die fighting if necessary while warning that a foreign invasion could push crude to $200 a barrel.

“If the civil war in Libya were to become an international war, oil could surpass $200 and that doesn’t benefit anyone in the world, that’s why Venezuela has made its proposal from the Alba,” he said.

Britain is to send a team of experts capable of giving military advice into eastern Libya to make contact with opposition leaders as the struggle for control of the country escalates.

The move is a clear intervention on the ground to bolster the anti-Gaddafi uprising, learn more about its leadership and see what logistical support it needs. Whitehall sources said the diplomatic task force would not be providing arms to the rebels, as there is an international arms embargo.

The foreign secretary, William Hague, has been in telephone contact with General Abdul Fattah Younis Obaidi, the former Libyan interior minister, now based in Benghazi, who is seen as a likely successor to Gaddafi. Obaidi was placed in charge of military defences in the city in a sign that he is at the helm of the opposition.

The Nubian Sandstone Aquifer System (NSAS) is the world’s largest known fossil water aquifer system. It is located underground in the Eastern end of the Sahara Desert and spans the political boundaries of four countries in north-eastern Africa.<1>

NSAS covers a land area spanning just over two million km2, including north-western Sudan, north-eastern Chad, south-eastern Libya, and most of Egypt. Containing an estimated 150,000 km3 of groundwater,<2> the significance of the NSAS as a potential water resource for future development programs in these countries is extraordinary. Recently the Great Man-made River Project (GMMR) in Libya began extracting substantial amounts of water from this aquifer, removing an estimated 2.37 km3 per year. This system is primarily used to supply water in the Al Khufrah Oasis.

Troops in Vietnam were issued scrip--"Military Payment Certificates" (MPC's)-- in the same denominations as U.S. currency. Periodically, a classified order would come down to commands and personnel would have about a week to exchange their old MPC's for a brand-new MPC series.

Enemy forces and black marketeers suddenly found their entire MPC holdings worthless. Even if they could persuade individual GI's to convert some of their scrip, the limits on conversions made it impossible to convert all of it.
