If you are being "harassed" by cops over parking tickets chances are you are a scofflaw who wracks up parking tickets and doesn't bother to pay them. People who pay their parking tickets generally don't get harassed over them - I assume by harassed they mean booted. There are exceptions I suppose but in general only flagrant violators get booted.
