The Peace and Security Council of the African Union, at its 261St meeting held on 23
February 2011, considered the situation in the Great Socialist People's Libyan Arab
Jamahiriya and adopted the following decision:
Council,
1. Takes note of the statements made by the Commission and the Permanent
Representative of the Great Socialist People's Libyan Arab Jamahiriya;
2. Expresses deep concern with the situation in the Great Socialist People's Libyan Arab
Jamahiriya and strongly condemns the indiscriminate and excessive use of force and lethal
weapons against peaceful protestors, in violation of human rights and International
Humanitarian Law, which continues to contribute to the loss of human life and the
destruction of property. Council stresses the need for the people of Libya to spare no
effort in avoiding any further loss of life. Council conveys its condolences to the families of
the victims and wishes those that have been injured an early recovery;
3. Calls on the Libyan authorities to ensure the protection and security of the citizens and
also ensure the delivery and provision of humanitarian assistance to the injured and other
persons in need;
4. Appeals to the people of Libya to work together to find a lasting solution to the
problems facing their country. Council urges the authorities and the people of Libya to
exercise maximum restraint and to put an end forthwith to all acts of violence and the
destruction of property;
5. Underscores that the aspirations of the people of Libya for democracy, political reform,
justice and socio-economic development are legitimate and urges that they be respected.
Council further calls on all parties, in particular, the Government, to desist from making
statements that could escalate the situation. Furthermore, Council stresses the need to
preserve the territorial integrity and unity of the Great Socialist People's Libyan Arab
Jamahiriya;
6. Decides to urgently dispatch a mission of Council to Libya to assess the situation on the
ground;
7. Decides to remain actively seized of the matter.

Saif al-Islam Gadhafi: Government will not destroy Libya Oilfields

The son of Libya's strongman Muammar Gadhaffi has denied reports that his father will destroy oil supply facilities in Libya in the wake of violent confrontation between government security forces and anti-government protesters.

Saif al-Islam Gadhafi told CNN-Turk on Friday, "We will never demolish the sources of oil. They belong to the people," Saif said in an interview translated from English into Turkish on the CNN-Turk website.

He said the Gaddafi family had no intention of fleeing Libya, and the government was in control of the west, south and centre of the country.

"We have plans A, B and C. Plan A is to live and die in Libya. Plan B is to live and die in Libya. Plan C is to live and die in Libya," Saif said.

Cairo, Egypt (CNN) -- The United States and its allies should recognize and arm a provisional government in Libya, and also impose a no-fly zone that would prevent Libyan aircraft from attacking anti-government protesters there, two leading U.S. senators said Sunday.

Sen. John McCain, R-Arizona, and Sen. Joseph Lieberman, an independent from Connecticut who caucuses with the Democrats, told CNN's "State of the Union" that the Obama administration needs to do more to help protesters oust Libyan leader Moammar Gadhafi.

"I think the world has to do more," Lieberman said. "I'd begin with the imposition of a no-fly zone so that Gadhafi can't be attacking his own people from the air."

In addition, Lieberman said, "We've got to recognize the opposition provisional government as the legitimate government of Libya and that we ought to give that government certainly humanitarian assistance and military arms, not to go in on the ground ourselves, but give them the wherewithal to fight on behalf of the people of Libya against a really cruel dictator."

Sky News has uncovered disturbing new evidence of the barbarity of Colonel Muammar Gaddafi's regime in Libya east, where the opposition movement has seized control.

The rescuers said they heard voices underground and dug through earth and freshly laid concrete to discover the seven men, some of whom were barely alive.

Sky News was taken to the small underground chamber lined with breeze blocks and topped with new cement. There seems to have been no way in or out.

The ground underneath the compound is yielding more dark secrets in a labyrinth of bunkers, prisons and armouries.
This was Gaddafi's subterranean stronghold in the east of Libya. Its tunnels appear to have been stacked high with every kind of weapon.

Every box has been ripped open and ransacked by revolutionaries.

To get a sense of just how inter­con­nected the for­mal and illicit dimen­sions of inter­na­tional polit­i­cal econ­omy are, take a peek at this brief cable from the US embassy in Bogota pub­lished by Wik­iLeaks Sunday.

The cable details then-Ambassador William Woods’ hunt for two miss­ing heli­copters that had orig­i­nally been sold to the Israeli mil­i­tary by the United States gov­ern­ment, but had some­how ended up in the hands of mul­ti­mil­lion­aire Enilse Lopez, a busi­ness­woman that was sus­pected of close ties to Colom­bian paramilitaries.

The curi­ous his­tory of the heli­copters is in itself instruc­tive. The two Hughes 500 mil­i­tary grade chop­pers were sold to the Israeli gov­ern­ment in the early 1980s, but grounded about fif­teen years later when they were con­verted for civil­ian use. The heli­copters were then sold in 2002 to the Cana­dian multi­na­tional media firm CANWEST, which strangely never had the air­craft moved out­side Israeli ter­ri­tory. The next year, the cor­po­ra­tion sold the heli­copters to a Mex­i­can aero­nau­ti­cal com­pany, that shipped the pair to Miami under phony export and air­wor­thi­ness doc­u­men­ta­tion sup­pos­edly issued by the Israeli government.

As soon as the heli­copters arrived in Miami, they were quickly sold to Trade Leas­ing and Con­sult­ing, a Panama-based cor­po­ra­tion run by Colom­bian busi­ness­man Fran­cisco Alberto Restrepo Flo­res. From there, the two chop­pers were flown to Carte­gena, the gor­geous colo­nial city along Colombia’s north­ern coast. The import pro­cess­ing was car­ried out by Aviones Ejec­u­tivos (AVIEL), which was issued a 90-day tem­po­rary cer­tifi­cate of air­wor­thi­ness on con­di­tion that AVIEL obtain a safety cer­tifi­cate from the US gov­ern­ment. The requested flight oper­a­tion was never issued by Wash­ing­ton because the paper­work because the infor­ma­tion about the heli­copters pro­vided by AVIEL in no way matched the actual heli­copters under consideration.

Muscat, Feb 27 (ONA)- In response to the Royal Orders of His Majesty Sultan Qaboos bin Said, Sayyid Ali bin Hamoud al Busaidi, Minister of the Diwan of Royal Court headed to the wilayat of Sohar today to meet the demonstrating group and listen to their demands in the presence of Sheikh Ahmed bin Mohammed al Isa'ee, Chairman of the Majlis A'shura and a number of members at the Majlis. He affirmed that His Majesty the Sultan is very keen and interested to achieve the interests of the nation and the citizens and all that may achieve welfare and prosperity for the Omani loyal people.

As for the demands to give Majlis A'Shura more powers, His Majesty the Sultan ordered the designation of a ministerial committee chaired by the Minister of the Diwan of Royal Court to set a number of proposals and visions, which were submitted as per proposals of the Majlis A'shura members.

As for the independence of the Public Prosecution, His Majesty the Sultan ordered to take the required steps to achieve this goal.

His Majesty the Sultan also ordered to expand the power of the State Audit Institution by adding the administrative audit and providing it with members from the Council of Oman and other institutions.

Prime Minister Lawrence Gonzi said today that the passengers on a Libyan plane which was refused landing permission in Malta three days ago included pilots who intended to fly back to Libya two Mirage fighter aircraft brought here by defecting pilots.

He said a request by Libya for the planes to be returned had been denied and the planes were still here.

The request by their pilots for political asylum is still under consideration.

Dr Gonzi insisted that the plane that was denied landing permission did not carry Col Gaddafi's daughter, as widely reported in sections of the media.
