To make sure the Army doesn't swing the revolution to the people, with the silent complicity of world leaders more concerned about the stability of oil prices than people's lives, Qaddafi has brought in more than 35,000 North African mercenaries specifically from Chad, Nigeria, Guinea and Darfur. There's a Facebook video of a captured mercenary from Chad (Youtube here). Captured mercenaries confessed they were paid between $12,000 - $30,000 each. Today pamphlet ads were found in Nigeria offering them $2000/day for their savage work.

Is Qaddafi the only one paying these mercenaries? Or are EU governments, with their long history of hiring mercenaries, chipping in? I demand to know.

(LIBYA, 7:59 a.m. ET, 2:59 p.m. local) Mohammed Ali Abdallah of the opposition NFSL told CNN that multiple eyewitnesses in Tripoli report heavy clashes are taking place during demonstrations following Friday prayers. Protesters and security forces are fighting in the areas of Fashloom and Algeria Square. Witnesses report snipers and artillery fire. Women and children are among the injured. Clashes also are reported in the Souq el Juma area and El Dahmani near the beach. Demonstrators are moving toward Green Square, Abdallah said..

(LIBYA, 7:30 a.m. ET, 2:30 p.m. local) A ferry chartered by the United States left a port in Libya on Friday, a spokesman for the company operating the ferry said. The ferry has at least 285 people on board, mostly Americans who have fled the chaos in Libya, the U.S. government has said. It's bound for Malta.

How did this happen? Sadly, Libya's elevation is not an aberration but a typical product of the United Nations' political procedure and culture. As in other U.N. bodies, regions of the world take turns nominating members and the chairman of the 53-member commission; this year was Africa's turn, and Libya won its colleagues' support through generous financial support for the new African Union. A solid majority of the commission's members are democracies, but only three voted against Libya. All seven members of the European Union abstained, even as their ambassadors in New York were insisting that only the United Nations has the moral authority to authorize the deposing of a dictator guilty of some of the most terrible crimes since World War II. It would be nice if the United Nations really had earned that kind of authority; sadly, it has not.

As briefly as I can, the UN Commission on Human Rights was created in 1946 as a reaction to the atrocities of WWII. During its formative years it focused on helping nations develop laws and treaties, but starting in the late 1960's began an investigative role. As the Commission gained power and expertise though, it became wrapped up in cold war politics and a threat to the member nations, principally China and the Soviet Union/Russia. US administrations varied from supportive to neglectful. Regardless, whatever incident was being investigated was always a threat to someone in power, and member states themselves were often the offenders being investigated. To minimize the political manipulations, commission membership was based on geography, with a certain number selected from each region. That might have seemed like a good idea at the time.

By 2006 the institution was completely broken and was replaced by the nearly identical United Nations Human Rights Council, and the same geographical distribution was kept. Gaddafi was kept the seat by leveraging votes from other African nations with cash, military and trade deals.

You might remember that the bush administration said they walked out in protest, but truth they simply gave up the seat by reducing participation to observer status. This was a three-way win for them, because it further delegitimized the institution at a time when they had plenty about themselves they didn't wish to see investigated, they could complain about how the system was broken without making an effort for repair or replacement, and it pleased the right in the US by appearing to be tough guys.

Obama got the seat back. The place is still a mess.
