Naperville rejects free speech zones, citywide camping ban

Naperville City Council members took a pass on creating free speech zones or banning on camping Tuesday, allowing squatter and protester Scott Huber to remain on public property outside the downtown area.

After several business owners approached city officials asking for a policy that would put more restrictions on where Huber could set up his mobile protest site, the Naperville City Council put the ideas back on the table and added a third. It chose Option C: do nothing.

“Some reasonable minds have come to a reasonable decision for once,” Huber said after the vote, which will allow him to continue operating his mobile protest site outside the downtown area. “I’m pleased, we won tonight basically.”

The council considered the two other options — banning camping and sleeping in the public way entirely in the city, or establishing free speech zones where protests could be held. Both city legal staff and most council members were cool on the ideas.
