Firefighters for Labor march towards the Wisconsin Capitol building on West Washington Avenue protesting a bill that would strip state workers of their collective bargaining rights, in Madison, Wis. , Thursday, Feb. 17, 2011. Senators were considering Republican Gov. Scott Walker's bill to end collective bargaining, except on issues of salary, for most public employees. Walker has said the bill will help close Wisconsin's $137 million shortfall in the state's current budget and a projected $3.6 billion deficit in the next two-year budget.
