A warrant has been issued for a 56-year-old man who police say is suspected of at least hundreds of slashings in and around Hyde Park over the past 16 years.
Tommy Joe Kelley has been charged with four counts of unlawful use of a criminal instrument, a felony, the affidavit said. Kelley manufactured a metal tool used to puncture tires, police say. Kelley was booked in the Travis County Jail on Jan. 10, police said, and he bail was set at $50,000.
Kelley had been suspected in “hundreds if not thousands” of tire slashings over the past 16 years, and caught in the act of slashing and puncturing tires at least five times since 1994, the affidavit said.
He has targeted an area surrounded by 46th, Red River, Guadalupe and 31st streets over the past four years, the document said. He was also known to use 44 aliases and various dates of birth and other identifying information, the affidavit said. Kelley’s criminal history includes 57 arrests in three states, the affidavit said.
