Who pays to heat Congress and the White House? The US taxpayer or the occupants?

I'm asking, because someone else started a thread about doing 'his/her part' if Obama would do his part, and it's not going to happen, of course, it's a mildly funny thing to consider. And maybe it's also sad.

Which is why they need our LIHEAP money...heating fuel is expensive these days! The rest of us can go burn our clothes or rub sticks together for warmth.
