State Dept: Wisner "did not coordinate his comments with the US government"

Cairo protesters hold firm

<...>

Frank Wisner, who has acted as an envoy for Barack Obama, the US president, by carrying a message to Mubarak, has said the Egyptian president "must stay in office to steer" a process of gathering "national consensus around the preconditions" for the way forward.

PJ Crowley, the US state department's spokesman, has said, however, that Wisner was speaking as a private citizen, and that his views did not represent those of the US government.

"The views he expressed today are his own. He did not coordinate his comments with the US government," Crowley said.

1. Wisner was speaking as Mubarak's friend
quite apart from being CIA which I assume means he say whatever he likes.

2. Which government is Crowley speaking of?
The President sent Wisner, as " an envoy" to Mubarak
but
Crowley of the State Dept says Wisner did not coordinate with the government?????

How the hell do you sent an envoy who does not "coordinate with the government"???

What am I missing here?

Pretty clear Wisner went off the reservation after he got to Cairo. What an sob.

Too bad we can't put him in jail.

4. It is weird
I cannot see someone in his position doing this on their own. If he did he needs to severly reprimanded. All this back and forth is damaging.
