What kind of game is Gergen playing?

Before Obama spoke, David Gergen sat there clutching his pearls worried that he might be too tough and scare Mubarek and all the other dictators. AFTER the speech, he said it wasn't strong enough (unlike Gloria Borger who noticed that the president wants the transition to begin NOW).
