Bullying is assault

the issue seems to be that people either fail to report it, don't believe the victims when they report it,or the law enforcement is flummoxed when it comes time to charge minors.

If an adult did to another adult, what is done in bullying cases, there would be formal charges filed and the perpetrators might do time.

Bullying is the child-version of the adult crime of assault/battery.

2. Assault is asault but bullies should be ID'ed and dealt with appropriately

If they can be counciled into changing their ways, so be it.

Well, we used to have reform schools. Maybe separating them from other students is required.

3. It can be hard to quantify and attempts by schools to punish off campus actions is illegal

So it limits taking action to regular law enforcement who is normally not staffed to handle those kind of complaints
