Just rhetorical, eh? Like any president would talk about either of those issues in a "state of the union" speech. It's about the union.

PS: Actually, he did allude indirectly to Guantanamo--something about having faith in our judicial system to deal with internal threats to the nation. He meant: I still want to prosecute these cases in regular courts.
