Especially, connecting South Florida up to Orlando.

5. mass transit is not a bad idea

it would seem to be an 'economies of scale' concept. If enough people use it, rail will become more economical and profitable. It could not possibly be any more wasteful from an energy-usage standpoint, compared to individual car rentals and private vehicles criss-crossing the state.
