1. AKA: Lower the salary per check, while "counting" health benefits perhaps rarely used.

people would see through all the bullshit and see what's REALLY going on: Decrease your quality of life so I can increase mine.

The fact that ordinary people would actually stick up for this legislation is sickening. If enacted I could see someone being told they're getting a pay cut, not to hire new employees, but to buy a new yacht.
