Gary Martin files an ethics complaint against himself
Image an elected official who takes responsibility for a mistake — no spin and no denials, just an honest "mea culpa" for what he believes he did wrong.
That scenario played out in Parsippany on Saturday, Oct. 29, when Gary Martin, a Board of Education member, filed an ethics complaint against himself for what he considers a breach of his fiduciary responsibility.
In November 2010, the Parsippany-Troy Hills Board of Education approved a new contract for Superintendent Dr. LeRoy Seitz. The contract was to go into effect on Dec. 1, seven months prior to the expiration of Seitz’s original contract. It was also in violation of a state-mandated salary cap that was set to go into effect in February. The new contract, the second for Seitz since he joined the district in 2006, included 2-percent increases over its five-year life starting with an immediate $4,220 raise and increasing annually to end in 2015 at a yearly salary of $234,065.
Under the governor’s proposed cap, the base salary for Seitz in a district with just over 7,000 students would have been $177,500.

Driven to question his role in the situation, Martin researched the state Code of Ethics and determined that he erred by not following up to be sure that the salary change had occurred.
