6. The bigger problem is, what is wrong with the whole culture

among law enforcement officers that people who even consider doing shit like this, and so many other civil rights violations and abuses are able to become police officers in so many major metropolitan police departments? How is it that they we keep hearing about so many abuses, and the departments protect these cops, instead of condemning their behavior and booting them out?

This worsening culture among cops is the problem.
