"Volunteers do not replace paid workers" ... What Does That Mean?
If a registered charitable organization is having difficulty raising funds after having operated for twenty years, and if it has enough volunteers who are ready, willing, and able to handle work that was previously done by paid workers, then is the organization required by law to refrain from using those volunteers to replace paid workers and required to instead do one of the following: cut costs other than payroll costs, do less of the charitable work that the charitable organization was doing, somehow reach previously reached fund-raising levels, go into debt, or permanently shut down operations?

volunteers, while necessary, don't always get into the nuts and bolts of a charity.
I'm generalizing, but you get my drift.

What are you referring to specifically? In what context?

3. Search for the exact phrase "Volunteers do not replace paid workers"
using a search engine.

You should get hits from at least a few different countries. It seems to be some kind of meme. It isn't accompanied by any explanation of what is meant, or why it is believed to be true.

looks like it's from a list from the 'principals of volunteering'.

What led you to post this? I'm unclear for the reason for your OP.

5. I'm not volunteering for the schools because they are laying off teachers.
And laying off the teachers is wrong.
