3. honest question! and the cities would probably come up with a 'law' to say they can't ask for one

4. Misdemenors don't usually allow that, but you can address the court and that can be arduous.

5. in my experience you can be punished for exercising your legal rights

such as a jury trial. It can be made clear to you that a - plead guilty andpay a $100 fine or, b - go to court and pay a larger fine and/or get jail time.
