ATM machines, bank branches, etc

There are multiple ways to pull money out that doesn't require the website. You are outraged because you feel that you have been slighted, but reality is BoA can't provide a service. If this was a dedicated DDoS attack I may be inclined to see your perspective. But the news media has been reporting the $5 dollar fee relentlessly the last 24 hours, and had added to the customer stampede we are seeing.

because the IT department at BoA is incompetent in dealing with the deluge of people that have gotten fed up with them.

Point the finger at BoA, because even IT people at other financial institutions in the US can't get answers from their people in India.
