1. President Obama negotiated with him because Boehner IS the House Leader.

If the GOP had selected Howdy Doody, and at this point I believe that is highly possible, President Obama would still have to negotiate with the Speaker of the House. If you don't want the President to have to deal with crying clowns and other similar right wing jesters, be sure to get out and vote in 2012. Mr. Obama can be a lot more liberal if you give him liberals instead of conservative puppets to work with.
