Clearly the guy on the right is looking at him. Also, 2 more on the right are looking at his boots (if he wasn't there what would they be looking at?). Then on the left one of the officers is clearly looking back at him (again, if he wasn't there what would they be looking at?).

Look at the feet of 'V'. Whoever fotochopped it did a bad job. Also the image of 'V' was taken with a different focal aspect than the overall picture. Look at the angles. They don't match up. And finally 'V' was put in front of someone who was standing out of sequence with the rest, hence the gazes (which also don't match up)

The idea was nice it was just poorly executed.

It's a crop of one of his shots from the G20 in 2009. The Guardian ran it; IIRC there's more to the photo, but this is a nice crop.
