a white person is told by some job interviewer that they'd like to hire them, but have to give the job to a minority.

Who would say that? IMO a person hiring would just not tell that - it could get back to their higher ups. It would be a stupid thing to say at work and would get them into trouble.

An acquaintance in Portland applied for a job and was told, "You were the best qualified applicant, but the government says we have to hire a black."

He believed this until he happened to meet another man who had applied for exactly the same job and had been told exactly the same thing.

Now they couldn't BOTH be "the best-qualified applicant," could they?

Another passive-aggressive tactic is to hire an African-American who really is unqualified and then go around telling all the white employees that you can't fire that person because "the government" will sue you.

It's the old story. If you object to a policy but don't want to come out and say, you implement it poorly.

Bullshit. While overt racism against African Americans is a little less common and a little less open than in the 1960's, it still exists. Now that virulent open hatred has moved on to two new target groups: Muslims and Gays.

And if we ever get that kind of hatred against those two groups to diminish it will just move on to a different target. And a not-insignificant portion of the public will cheer it on as it does so.

Racism always has existed and always will exist despite our best efforts.
