There are two stories of where he was and why Dick Cheney took control. The fact that there is video of him helping people is not part of the enquiry. A lot of people went outside to help...but we are talking before that time. While he was inside and AWOL.

He was supposedly in his office during that time, having breakfast. It was strange though that Rice and Bush mention having trouble contacting him that day. I mean, the guy has a secretary and all. When the acting CJCS shows up he is told immediately where he is. He immediately orders that the Secretary be brought back in "where he belongs".

20. Yes. Very strange since by chain of command he is in charge and
taking orders directly from GWB, not Dick Cheney (who was in control at the time and gave out orders). The fact that he went outside to help injured people, makes one question what his security detail was thinking at that moment. Where were they?

22. Well inside the pentagon
Inside the pentagon his security detail probably consists of a couple of marines. All they do is follow him around. Since it was an unscheduled trip outside, his traveling detail was probably unware.

What is really surprising is just how "disconnected" the leadership was that day. Most of the large decisions were made without consulting them. The FAA administrator gave the order to land the planes, without consulting the White House. Jets were scrambled and the Pentagon had no idea. Cheney thought he gave an order, on behalf of the president, but we have found out that no one paid attention to it. No one was flying around prepared to shoot down any airliners. We have found out recently, all of the pilots thought they'd have to obtain permission to do so. Permission that was never granted. NYC was being run at the local level. I have a pilot friend that received his instructions to land from his airline, not from ATC.

23. It is strange that he would go outside and not stay in command
of the situation, granted they might have thought going outside was a better idea then staying inside. Just seems strange to me the Head Honcho was outside helping and not inside directing. Yeah then they close down NORAD, for no good reason. IMO to hide details they didn't want to get out. Like why they scrambled a plane from Virgina (hundreds of miles away) when they had a whole flight wing just seconds away at an Airforce Base.

To call them bumbling would be an insult to bumblers everywhere.

26. He was still fairly clueless
It isn't really clear what he knew, or what he thought. Truth is, the whole administration seemed amazingly unprepared for what happened. He didn't seem to grasp that this was an attack upon the nation. His own chairman of the JCS had to have it explained to him.
