Milwaukee seeks $3.4 million from MMSD for private sewer lateral repairs

http://www.jsonline.com/news/milwaukee/129628263.html

Work proposed for 450 homes in Cooper Park neighborhood on west side

To reduce the risk of sewage backups into basements during extreme storms, Milwaukee is asking the sewerage district to pay for $3.4 million worth of repairs to private sanitary sewer laterals at up to 450 homes in the Cooper Park neighborhood on the city's west side.

Inspections of sewer laterals at 470 homes found that the private pipes were cracked and deteriorated, allowing excessive storm water - both from rain and melting snow - into the city's sanitary sewers, said Martin Aquino, engineer in charge of the city's environmental engineering section. Laterals run from the homes to public sanitary sewers.

Residents in the Cooper Park neighborhood reported basement flooding and sewage backups in each of the past three years, including the July 2010 deluge. The area is roughly bounded by W. Center St. on the south and W. Burleigh St. on the north, from N. 82nd St. on the east to N. 92nd St. on the west. It is immediately north of Wauwatosa and east of the Mount Mary College campus.

1. Wouldn't that be the responsibility of the homeowner?
I would think that it would be.

4. The city owns the pipes and the sewer system. The owner
of the property is required to hook in. The city can maintain THEIR sewer system..home owners pay to use it.
