"Civil disobedience is not our problem. Our problem is civil obedience."
http://www.goodreads.com/quotes/show/163932

"Civil disobedience is not our problem. Our problem is civil obedience. Our problem is that people all over the world have obeyed the dictates of leaders…and millions have been killed because of this obedience…Our problem is that people are obedient allover the world in the face of poverty and starvation and stupidity, and war, and cruelty. Our problem is that people are obedient while the jails are full of petty thieves… (and) the grand thieves are running the country. That’s our problem."

4. Yes. Civil society can be governed against the wishes of those so governed only if they cooperate

with governing authorities. In the absence of that, you have anarchy, which is bad for EVERYONE; however, out of that sometimes is born magnificent things like the Civil Rights Act or police reform (as in LA after the Rodney King riots). Of course, bad things can be the outcome, as well, such as famine and civil war. So it's a calculated risk that may or may not pay off.
