8. Hillary wouldn't have been able to force The House to vote yes on the resolution either.

The House has to vote to pass a resolution in order to hold the joint session for the speech.
If ya can't get The House to vote yes on the resolution, then there'd be no way for Obama to have access to the room for the speech.

27. Giving a speech from the Oval Office when you are trying to speak TO THE CONGRESS
would not work.

In Obama's speech he will be telling THE CONGRESS what he wants THEM to do.

Nope, The only way to talk to 'The Congress' is to go to The Congress and speak to THEM there.

But he refuses to ignore the fact that there are two other co-equal branches of government in this country, and that he does not rule by fiat, no matter how badly DUer's want him to.
