For one thing, most people would see that as juvenile behavior, the sort of thing that 10 year olds do in the school yard. Moreover, throwing down the gauntlet like that in a negotiating situation rarely wins, especially when your adversary doesn't have to give you what you want.
In my view, he has two options; both have negatives, but one is better than the other: 1.) He can give the speech on Wednesday night from the White House and possibly excoriate the GOP for ignoring the national interest. At first glance, this might look attractive even though the speech would lack the impact of one before a joint session. The problem is that on the matter of urgency and the national interest, his hands aren't clean either. He waited for weeks until after his vacation to address the jobs issue, a fact that the GOP would certainly point out if he tries to tar them with ignoring the problem. Considering that, can he claim the matter is so urgent that he has to speak on Wednesday night rather than Thursday? He needs to be careful with that or he'll look like a hypocrite. I think this is a risky strategy with little upside potential.
Option 2 would be to graciously accept Boner's offer of Thursday and try to finish before the Packer Saint game starts. The downside is that he will not have as large an audience since the speech would not exactly be in prime time and some people will want to watch the pre-game show. On the plus side, he will appear more focused on fixing a serious problem rather than winning a pissing match. It's not the best, but it's the better of two bad options.
ETA: It appears that Obama has selected Option 2. He must have read my post (just kidding)
