BREAKING: Boehner says re-schedule..
NO DEAL: House Speaker John Boehner says he wants President Obama to talk to Congress not Wednesday evening next week, but on Thursday.

The White House had said Obama planned to speak to a joint session of Congress on Wednesday, at the same time that a GOP presidential debate (sponsored by POLITICO and NBC) was scheduled. Boehner wrote Obama a letter this afternoon, giving this explanation:

"As your spokesperson today said, there are considerations about the Congressional calendar that must be made prior to scheduling such an extraordinary event. As you know, the House of Representatives and Senate are each required to adopt a Concurrent Resolution to allow for a Joint Session of Congress to receive the President. And as the Majority Leader announced more than a month ago, the House will not be in session until Wednesday, September 7, with votes at 6:30 that evening. With the significant amount of time – typically more than three hours – that is required to allow for a security sweep of the House Chamber before receiving a President, it is my recommendation that your address be held on the following evening, when we can ensure there will be no parliamentary or logistical impediments that might detract from your remarks. As such, on behalf of the bipartisan leadership and membership of both the House and Senate, I respectfully invite you to address a Joint Session of Congress on Thursday, September 8, 2011 in the House Chamber, at a time that works best for your schedule."

18. Congress is not in recess.
They are holding 'pro forma' sessions daily with one or two members speaking for a few seconds and then adjourning for the day. That prevents recess appointments.

But Boehner seems to contradict what you're saying when
he says "And as the Majority Leader announced more than
a month ago, the House will not be in session until
Wednesday, September 7, with votes at 6:30 that evening."

If the House *IS NOT* in session, then the Democrats
should immediately make sure the Senate is in recess
too. Republicans seem to want to have it both ways and
Obama will, unfortunately, let them have it both ways.

4. Imagine asking the President of the United States to re-schedule a
speech to Congress. What do you think President(s) Truman, Clinton would say. Harry would tell him to go to hell, not sure about Clinton but I'm sure he would have had a slick reply.

8. What can he really do? Bohner controls the House schedule. That is
why the President sent a letter ASKING for the joint session. I guess he could complain a lot in the press but that's about it.

If the ReTHUGS can supercede the president with their garbage, they again would control the narrative and messaging. Obama's joint session would just be considered a defensive tactic.
