Proposed Presidential Remarks for August 3, 2011

My fellow Americans:

Since Congress has failed to raise the debt ceiling, the United States will not be able to meet all of its financial obligations until that ceiling has been raised. In order to prioritize so that we can avoid dire consequences in the world's financial system, I am taking the following steps, effective immediately:

First, since our current conflicts in Afghanistan, Iraq, and Libya are extremely costly, I am recalling all troops from those three areas. Using contingency funding already available, all personnel stationed in those nations will be airlifted back to the United States, using a combination of military transport and chartered commercial flights. Since equipment and other materiel in those countries has been paid for previously, it will be abandoned in situ. Upon arrival in the United State, all non-essential military personnel returning will be discharged and transported to the U.S. destination of their choice. These changes are permanent.

Next, our expenditures to maintain and operate military bases in Europe, Japan, and other nations are considerable. To eliminate those expenditures, I am ordering those bases closed and all personnel, including families of our military there, to be transported back to the United states, in the same fashion as mentioned above. As above, these personnel, except for essential personnel, will also be discharged and transported to their choice of destinations in the U.S. All military aircraft will be flown to bases in the US. Remaining equipment and materiel will be transferred to the local governments on a permanent basis. These changes will be permanent.

In addition to those measures, the United States of America will no longer provide any foreign aid to any other country, except for humanitarian purposes. We will also shut down non-essential government departments and agencies, leaving only a skeleton staff to meet Constitutional and legislative requirements. All other personnel will be furloughed, without pay, until such time as we are once again able to meet our financial obligations.

The measures above will save the United States enough money to continue to fund Social Security, Medicare, and Medicaid for our seniors and disabled citizens. In addition all military pensions and health care services will continue uninterrupted.

I do not take these measures casually. Were it not for the obstinacy of Republicans in Congress, who have obstructed our best efforts to maintain normal funding for federal programs, we would not be faced with the necessity of taking such drastic actions. I encourage all Americans to contact their legislators and make it clear to them that you will hold them responsible for what has happened.

Finally, in accordance with Article II, Section 3 of the Constitution, I declare the Congress to be adjourned, and all payments to Congressional members and personnel stopped, until recalled by this office.

Congress will be adjourned "WITHOUT" pay, medical insurance, or pension contributions!

3. How many unemployed would you add with

4. Should say it will allow us to repay what we have borrowed from
Social Security and Medicare. It really isn't continue to fund them, they are funded. But they made bad investments in the United States of America.

8. I know, I just think that is an important point
That SS & Medicare are funded by the seniors, actually all working americans. And they have borrowed against the fund. We are paying out debts by paying social security

5. I would much rather hear this on August 1,
"Since the intransigence of a minority of Congressional members has rendered Congress unable to function, the Constitution, under the auspices of the Fourteenth Amendment, forces me to unilaterally raise the debt ceiling for the good of the country."

Simple, elegant solution.
