Reportedly "uncommitted" but worked on Religious exclusions language with Gov. Cuomo.

I'm reading his speech as indicating a "yes" vote, which would tip the scale.

The Clerk read the names of five names of Senate D and R leaders. Unless someone has previously indicated they will vote otherwise, the Senate assumes that members vote along the lines of their Party leaders. (Don't worry - they know who's voting "Yes" on the Republican side)

If you are considering entering into a marriage in one of the jurisdictions listed above, it is recommended that you contact that jurisdiction beforehand in order to learn about any applicable marriage requirements or restrictions.
