Chicago attorneys and activists are planning a monument to memorialize the victims of police torture. snip

For decades, scores of suspects _ most of them young black men _ have claimed Chicago police beat, kicked and shocked them into giving confessions.

Former Chicago police Lt. Jon Burge was convicted last year of lying about torture.
