It appears that the USA wasn't at war with anyone in 1909, 1933 to 1940, 1959 or 1955

1. Until World War I,
the US army and Navy operated with a certain amount of Independence because of the lack of quick communications, so most "interventions" before about 1918 can be put on the shoulders of the people in charge of the military in that area.
