Can someone lay out the process if Weiner resigns?
Or point me to a thread that has explained?

What happens to his seat? Can he run again? Does it affect his previous votes? Etc?

Yes, he can run again, but that would be foolish.

No, it does not affect his previous votes.

2. How about a divorcee?
I assume that this gives the various members of various committees the right to analyze the situation if a Rep or Senator gets divorced\? maybe call it the "holier than thou committee? An investigation starts to see if he/she was having an affair, before the separation was announced? Question all staffers, get the right to see their emails, telephone calls, twitter account (natch). Forces the member to resign in the event of any non-criminal but stupid activity?

...and pepper us 24/7 with ever-more-salacious rumors and tales, given this latest excuse to use the word "weiner" on the air. Fox will condense the best of these into talking points to be wielded against Democrats in general, and particularly against the president and minority leader. Echoes will resound for months, resulting in a general feeling that Democrats are liars and perverts.

Oh. Wait. What process were you asking about?

5. He can run again, but his donor list may be a lot smaller
His votes stand

The ones who will suffer the most are his office-workers, since a new congressperson will probably choose their own people.

It's possible that he took as long as he did for the decision, so that his employees could try to line something else up.
