Does he think we can ship jobs there out of the reach of OSHA, organized labor, or government regulations? I can't think of any reason a private company would make the massive investment to explore space except to launch satellites for a profit, and even then it would be much more expensive with a monopoly.

Sometimes these idiots just say something that sounds good until you think about it for ten seconds.
