MADISON (AP) — A Republican state lawmaker on Thursday stood by an email he sent a constituent that said he believes several people were “bought out” by police and fire unions to stop them from being included in a bill curbing collective bargaining rights.
Rep. Chris Kapenga of Delafield told The Associated Press that he stands by the email but he wasn’t talking about anyone in particular.

In his email sent Saturday, obtained and first reported by the Milwaukee Journal Sentinel on Thursday, Kapenga wrote: “We have pushed for police and fire to be included with all other public employees. Bottom line is the unions have bought out several people and we can not get it put through. It has been very frustrating.”
