Fires have been going down because homes and other buildings are built with fire resistant material compared to the past. Fire safety codes are stricter than they have been and that has helped. In Chicago and the city I currently live in they started send fire trucks out on any ambulance call just to give them work to do even though the truck is not needed for anything.
