The issue being addressed as it pertains to the recall is with regards to State Senate Bill No.4214(full version) | Summary that was signed into law, thereby becoming Public Act No. 4 A.K.A. "local government and school district fiscal accountability act."
The language of the Snyder recall petition was approved by the Washtenaw County Clerk's office on Friday April 29th. Petitions are now available to be circulated...

He also described the budget as containing "shared sacrifice" but added that it would create jobs and economic growth, "while preserving core, essential services and ensuring a safety net for those who are vulnerable".<19>
State Senate Minority Leader Gretchen Whitmer criticized the budget, saying that it did not involve "shared sacrifice", but instead was balanced "on the backs of our kids, working families, and our seniors" and "picks out who he’s willing to leave behind."<20>
