He was the one who sent Dr. Lazarus to open the door and he also was the one who sent Tech. Sgt. Chen to open the airlock. So for Taggart to get credit is more similar to Obama getting credit even though it was Seal Team 6 that did the actual work.

This would be more like giving Captain Pike credit for something that Captain Kirk ordered, although that actually might be true for Picard since that poor copy of a shadow gets most of his ideas from Captain Kirk anyway.
