4. That part of congress that initiates spending bills, budgets, etc. Combined with
the others who vote and send those bills to the president for signature, and the president who signs them.

It's a group effort.

7. I was assuming that the baseline
was the debt on taking office.

That is probably why percentages were used as opposed to actual numbers.

8. I ask because I don't think that means a lot.
If debt grew way out of control under GWB, then the percentage for Obama will seem smaller than it is, smaller than the dollar amount would warrant. And if Clinton's debt was relatively small, the GWB's percentage will seem greater than it might be if viewed in dollars.

Every penny they took from those was replaced by an iou they all had to know they would never be able to repay.

When you spend a lot more than you take in , your have to either take in more, or spend less or both, but republicans v democrats has been a fun little parlor game that's been played forever..

each one blames the other, but they all spend more than they should.

It's like an alcoholic married to a gambler.. it's not gonna end well for that family..
