This has happened at the White House before.
After the Civil War:

The Confederacy Surrenders
"As Lincoln arrived back in Washington from his trip to Virginia on April 9, 1865, he was handed a telegram from General Ulysses S. Grant informing him that Robert E. Lee had surrendered that morning at Appamattox Courthouse.

The next morning, April 10, the city erupted. Cannons thundered in celebration, and thousands of people marched to the White House behind a brass band. They cheered Lincoln, and his young son Tad waved jubilantly from an upstairs window.

On the night of April 11 a large crowd gathered on the White House lawn, and Lincoln addressed them from a window of the mansion."

6. Did any one notice the bust of Lincoln in camera view
during the White house stream? I'm guessing that wasn't unintentional, given that the camera was at a weird angle to begin with.

8. I find it odd that people are upset with the celebrating
One reason is that it has happened before in our history.

9. How is that relevant?
The end of the civil war was in a different league in terms of the day-to-day impact on Americans and it threatened to split the country in two.

12. Americans have a history of celebrating national security news at the White House.
Some things haven't changed in 150 years.
