What is DU's penalty for a personal attack via direct message?

What is DU's penalty for a personal attack via direct message?
I receive personal attacks repeatedly from a handful of persons over and over. I alert and move on, knowing that the offending post will be deleted and that happens in a public forum.

But when some one actually crafts a detailed message attacking you, is there not even a temporary suspension?

This happened this week. I blocked the person and alerted as requested by the system, expecting that there would actually be some sort of penalty.

The person has gone on happily posting unaffected.

Now I wonder if repeat offenders in the open are even tracked.

1. We do keep track of personal attacks by private message, when we are aware of them.
If there is a pattern of behavior, we will do something about it.

But we believe that the first line of defense for private messages is the recipient, who has the power to block subsequent correspondence from the offender. That is a sure-fire way to solve the problem.
