why do the "job creators" hate regulations? Because they require them to HIRE PEOPLE to comply with the regulations.

But Cardin said the new standards would have created jobs and cited work completed in March 2010 by Constellation Energy on upgrades to its coal-fired power plant near Glen Burnie as an example. The project cost nearly $1 billion and employed more than 2,000 workers for more than 26 months.

Environment Maryland, an advocacy group, also criticized the decision by the Obama administration.

“There’s certainly jobs to be had building the technology to clean up these power plants,” said Environment Maryland spokesman Tommy Landers.

“This is certainly an unfortunate decision for Maryland families and children.”

4. "Cardin rips Obama smog pullback"
is the actual title of the article you quote from. Cardin is not happy with that decision, and neither am I (though it matters much less). But the rules were not KILLED, nor did Cardin say that. Fair is fair.

hasn't been killed, it's postponed. It will come up again. Still, the job-creating point is worth noting.

One of the biggest disappointments was not passing Kerry-Boxer, comprehensive climate change legislation that would have created four million jobs.

U.S. Senator Ben Cardin (D-MD) urged the Obama Administration last week to take action to protect our air quality and public health by expressing concern for the Administration’s continued delay in setting a health-protective ozone, or smog, air quality standard. Senators Richard Blumenthal (D-CT), Kirsten Gillibrand (D-NY), John Kerry (D-MA), Frank Lautenberg (D NJ), Patrick Leahy (D-VT), Joe Lieberman (I-CT), Bernie Sanders (I-VT) and Sheldon Whitehouse (D-RI) also signed the letter to President Barack Obama.
n their letter, the senators urged the President to follow the requirements of the Clean Air Act, the peer-reviewed science, and the federal Clean Air Science Advisory Committee (CASAC), and to set a strong standard as soon as possible.

“Maryland has slashed ozone-causing pollutants by more than 60 percent in the last two years alone,” added Senator Cardin, a member of the Senate Environment and Public Works Committee. “Nearly 70 percent of the air pollution in Maryland comes from out-of-state power plants, however, so we continue to suffer unhealthy air days. We need strong EPA action so that the people of my state and across the country can be assured of air that is safe to breathe.”

A recent poll conducted by the American Lung Association found that 75% of voters across the political spectrum said they favor the US Environmental Protection Agency (EPA) setting stricter standards on smog. Failure to reduce ozone at the source causes significant economic and human costs such as premature death, missed days of work and school for respiratory ailments, and reduced productive capacity of the chronically ill. Meanwhile, the EPA estimates that setting an ozone air quality standard within the range recomended by the CASAC would result in health and economic benefits of $13 billion to $100 billion (in 2006 dollars) in 2020, and save 1,500 to 12,000 lives.

Senator Cardin and the other Senators listed are among the strongest environmentalists in the Senate - as is Boxer who blasted the decision. Cardin makes a great point of why this is needed at the federal level.
